PROGRAMME OFFICER - DISASTER RISK REDUCTION (Group I)

ECHO BANGKOK REGIONAL OFFICE

The European Commission’s Directorate General for European Civil Protection and Humanitarian Aid Operations (ECHO) funds relief operations for victims of natural disasters and conflicts outside the European Union. For humanitarian aid, the Commission works with about 200 operational partners, including United Nations agencies, the Red Cross/Crescent movement and non-governmental organizations (NGOs). Humanitarian Aid is channelled impartially, straight to victims, regardless of their race, ethnic group, religion, gender, age, nationality or political affiliation.

 

ECHO Regional Office in Bangkok announces a position for a Programme Officer–– Disaster Risk Reduction for its office based in Bangkok. This position is open to all nationalities.

JOB DESCRIPTION

The Programme Officer carries out activities to ensure that effective humanitarian response is delivered. He/She conducts assessments; develops strategies and represents DG ECHO at technical level when appropriate. He/She may be asked to run an antenna/office and supervise staff in the absence of a TA (Technical Assistant) or, when in a RO (Regional Office), be in charge of regional overview tasks.

 

Time allocation:

Disaster Preparedness (DP) -75% of time allocation


  • Monitor the situation and the response of the geographical area.

  • Works across the DP workstream as assigned by the Thematic Expert.

  • Leads on any internal Regional Office Bangkok DG ECHO DP related information management system.

Operations -25% of time allocation


  • Monitor the humanitarian situation of the geographical area and assist the Rapid Response Coordinator with emergency response activities when required.

 

Geographical coverage:

Responsible for the Mekong countries (Cambodia, Laos and Vietnam) and the Pacific. This may be subject to change depending on priorities and workload.

JOB REQUIREMENTS

Education:


  • A relevant second level university degree or equivalent professional experience.

Knowledge and Experience:


  • Minimum 5 years of relevant experience at national or international level in managing programme/project operations, including at least 2 years of experience with an NGO' donor or national/international organisation;

  • Very good knowledge of the EU humanitarian aid system;

  • Very good knowledge of International NGOs, UN Aid Agencies and Red Cross Movement;

  • Very good understanding of Humanitarian Aid principles, policies and standards;

  • Experience in humanitarian response in the disaster preparedness;

  • Excellent drafting skills;

  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).

Languages:


  • An excellent knowledge of English (verbal & writing).

  • A good knowledge of Thai is an advantage.

THE EMPLOYMENT CONDITIONS

The contract is initially for one year with possibility of renewal subject to a successful completion a  4- month probationary period and following a positive annual evaluation.

 

As an indication, the monthly basic salary is on average approximately THB. 173,766 which corresponds to five years of the minimum required experience and will be adapted according to the exact duration of relevant professional experience supported by a work certificate.  Besides the basic salary, the employee will receive disability / retirement allowance, a 13th salary, transportation allowance, as well as a medical coverage. (The salary is subject to local taxes).
