The European Commission’s Directorate General for European Civil Protection and Humanitarian Aid Operations (ECHO) funds relief operations for victims of natural disasters and conflicts outside the European Union. ECHO works with about 200 operational partners, including United Nations agencies, the Red Cross/Crescent movement, and non-governmental organizations (NGOs). Aid is channeled impartially, straight to victims, regardless of their race, ethnic group, religion, gender, age, nationality, or political affiliation.


ECHO is recruiting Two National Staff to be based in Kabul as a Programme Assistant (2 posts).

Job Description

  • The Programme assistant carries out activities to contribute to the delivery of an effective humanitarian response.
  • She/He contributes to the appraisal, monitoring and evaluation of projects, including financial assessment of proposals, prepares progress reports and advises on the operational capacity of implementing partners.
  • She/He drafts reports, accompanies Technical Assistants on field visits and pro-actively follows local or regional events.
  • She/He ensures communications  with partners, including maintaining grants database.
  • She/He participates in meetings as required, as well as prepares missions.

Job Requirements

Education:

  • A relevant first level university degree or equivalent professional experience.

Knowledge and Experience:

  • Minimum 5 years of relevant experience at national or international level in supporting programme/project operations, including at least 2 years of experience with an NGO, donor, or national/international organisation;
  • Good knowledge of the EU humanitarian aid system;
  • Good knowledge of International NGOs, UN Aid Agencies and Red Cross Movement;
  • Good understanding of Humanitarian Aid principles, policies and standards;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc).

Languages:

  • Excellent knowledge of English (verbal & writing)
  • Excellent knowledge of Pashto and/or Dari (verbal & writing) – excellent knowledge of both is an advantage.

The Employment Conditions

The contract is initially for one year with possibility of renewal subject to a successful completion a 3- month probationary period and following a positive annual evaluation. 

As an indication, the monthly basic salary range is EUR 3,042 which corresponds to five years of relevant experience and will be adapted according to the exact duration of relevant professional experience supported by a work certificate.  Besides the basic salary, the employee will receive disability/retirement allowance, 13th month salary, transportation allowance, food allowance, as well as a medical coverage. (The salary is subject to local taxes.)
