ECHO Field Network

The European Commission’s Directorate General for European Civil Protection and Humanitarian Aid Operations (ECHO) funds relief operations for victims of natural disasters and conflicts outside the European Union. ECHO works with about 200 operational partners, including United Nations agencies, the Red Cross/Crescent movement, and non-governmental organizations (NGOs). Aid is channeled impartially, straight to victims, regardless of their race, ethnic group, religion, gender, age, nationality, or political affiliation.


ECHO is recruiting one National Staff to be based in Kabul as an Administrative and Finance Assistant.

Job Description

  • The Administrative and Finance assistant will be responsible for budget and finance task.
  • She/He prepares the annual budget, its amendments and financial reports.
  • She/He keeps track of all payments and expenditures including missions advances and missions claims.
  • She/He conducts cash count and prepares forecast reports.
  • She/He is responsible for Human Resources Management including maintaining personnel files, assisting in the recruitment processes, preparing employment contracts, preparing salaries.
  • She/He follows up staff planning table, medical and accident insurance and monitoring compliance with Human Resources policies.
  • She/He is also responsible for general administration support, including drafting administrative and finance notes and preparing Administrative Requests for Authorisation (ARA).
  • She/He maintains records and files of lease, service, maintenance and insurance contracts.
  • She/He deals with travel arrangements for the office personnel.

Job Requirements


Education:

  • A relevant first level university degree or equivalent professional experience.

Knowledge and Experience:

  • Minimum 5 years of relevant experience at national or international level in the area of administration or programme support service including experience in procurement, human resources and finances;
  • Previous experience in a Governmental or other International Organisation is an advantage;
  • Very Good drafting skills;
  • Good communication skills;
  • Capable of working under pressure in a multitasking position;
  • Ability to work in a multicultural environment;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc).

Languages:

  • Excellent knowledge of English (verbal & writing)
  • Excellent knowledge of Pashto and/or Dari (verbal & writing) – excellent knowledge of both is an advantage.

The Employment Conditions


The contract is initially for one year with possibility of renewal subject to a successful completion a 3- month probationary period and following a positive annual evaluation. 


As an indication, the monthly basic salary range is EUR 2,401 which corresponds to five years of relevant experience and will be adapted according to the exact duration of relevant professional experience supported by a work certificate.  Besides the basic salary, the employee will receive disability/retirement allowance, 13th month salary, transportation allowance, food allowance, as well as a medical coverage. (The salary is subject to local taxes.)
